I suppose of he means that becoming a follower of Jesus implies repentance of past sins, and Torah observance being the way to salvation for the Jewish people, particularly focusing on the moral imperatives behind the Law.

If you however mean that we should repent of our sins and believe in Jesus as both God and Messiah then no. Since the Jesus of history taught neither.
Isa Al Masih cannot be ignored in favor of later writers, and their followers reading their conclusions back into the words of Isa himself. Such as many do with the Gospel of John.
