Nope. Under communism laws and rules were based on ‘community interests’. Much like religious laws (ironic, given communisms attitude toward religion). Individual rights and freedoms were curtailed. You’re confusing communism in the USSR with liberalism.
Except of course, the Soviets believed in the opposite of those ideals.
